Professor Neil MacFarlane comments on lingering Nagorno-Karabakh tensions

Neil MacFarlane was quoted in an article (6 October) for the Armenian news website News.AM about the lingering tension between Armenia and Azerbaijan over Nagorno-Karabakh, a landlocked region in the South Caucasus that both have claimed sovereignty over.

According to Neil, “a little escalation has advantages for both, but, so far as I understand, neither side has any interest in things getting out of hand. On the other hand, it is sometimes difficult to manage escalation.”
