I am currently conducting my doctoral research under the supervision of Professor Christopher Hood (All Souls College) and Professor Eduardo Posada-Carbó (St Antony’s College), which deals with the question of how to characterise and account for ‘recentralisation’ in Colombia between central and lower levels of government from 1994 to 2014, and addresses a wider literature on subnational politics in Latin America.

Before coming to Oxford, I was Director of the Center for Studies in International Law Francisco Suárez, S.J and Editor of the International Law Journal at the Javeriana University in Bogotá (2008-2011). I also served as an external advisor to the Superintendencia de Servicios Públicos Domiciliarios providing guidance on the evaluation of drafts of laws, decrees and regulations (2007-2010) and worked at a leading law firm (2003-2007).

For over ten years, my research has concentrated on various aspects of law and government in Latin America (primarily on Colombia). My early work focused on Human Rights, Constitutional and Administrative Law. Over the past four years my work has been focused on Public Administration, Government and Law, Subnational Politics, and Water Security.

“Enrique Low Murtra” Scholarship, one of the most prestigious scholarships of Colombia awarded to one person per year by the Central Bank, on the basis of academic and professional excellence, 2011.

“Honourable Mention” awarded by the Concurso Nacional José Ignacio de Márquez de Derecho Económico, a national Law and Economics paper contest. It was chosen from the approximately twenty- seven Law Reviews published in Colombia and selected by a board of five of the most prominent academics and legal professionals in the country, 2010.

“Honourable Mention” awarded by Javeriana Law School, to recognize the outstanding level of my dissertation (LL.B.), 2005

Certificate Issued by the Ministry of National Education, to “make public recognition” for having obtained the third highest score in the country (3rd/8577 students) in the State undergraduate test of knowledge of Law (ECAES for its acronym in Spanish), 2005.
