As governments pursue ambitious climate policies, public support for the green transition cannot be taken for granted. Concerns about costs, jobs and the distribution of benefits and burdens can generate resistance to policies designed to reduce emissions. Patrick Bayer examines the growing phenomenon of ‘green backlash’ and the factors that shape public opposition to climate policy. Why do some policies provoke greater resistance than others? How do economic interests, perceptions of fairness and political attitudes influence public responses? And what can these reactions tell us about the political challenges of delivering the transition to a low-carbon economy? Chaired by Federica Genovese, the discussion will consider the relationship between climate ambition, policy design and public consent.
