Ivan Briscoe is Sewnior Director for Policy at International Crisis Group, where he works with regional and cross-cutting programs to develop the organisation’s analysis and prescriptions. He was previously the program director for Latin America and the Caribbean between 2016 and 2024, based for much of that time in Bogotá. Before joining Crisis Group, Ivan worked as a senior research fellow in the Clingendael Institute of the Netherlands and in the Foundation for International Relations and Foreign Dialogue in Spain, where he specialised in the study of illicit networks in Latin America, the political economy of fragile states and new forms of armed violence. Prior to that, he worked for over a decade as a journalist and editor in Argentina, France and Spain, where he edited the English edition of El País. He has carried out fieldwork-based research in Argentina, Bolivia, Colombia, Ecuador, Guatemala, Mexico, Panama, Peru and Venezuela, and written for numerous media outlets. He graduated from Oxford University in Politics, Philosophy and Economics, studied as a Frank Knox Fellow at Harvard University, and also holds a Master’s Degree in Development from the Complutense University of Madrid.
Julia Buxton is Professor of Justice Studies in the School of Law and Justice Studies at Liverpool John Moores University. She was previously British Academy Global Professor at the University of Manchester and the Acting and Associate Dean in the School of Public Policy, Central European University in Budapest, Hungary. Her doctoral thesis (LSE 1998), published by Routledge explored The Failure of Political Reform in Venezuela (2001) in the pre-Chávez era. While her academic research and teaching have broadened into other areas (conflict, drugs and illegal and illicit markets), she has continued to research and write on developments in Venezuela, including for NACLA, Dialogue, Third World Quarterly, and forthcoming editions of Tribune and Latin American Perspectives. She is a long-term contributor to the Andes desk at Oxford Analytica.
