Ukraine: president or parliament?
Professor Paul Chaisty argues that Ukraine's current political problems "will not be solved by a new executive structure", instead suggesting that legislators should focus on the balance of power between political structures in the Eastern European country.
Prof Chaisty has linked Ukraine's issues to a wider, international trend of "party fragmentation", with coalition rule more likely. Instead of focusing on an executive branch of government, he suggests that Ukrainian politicians consider how to strengthen the parliamentary opposition and how to mitigate the downsides of coalition government.
Published in Vox Ukraine, Prof Chaisty's comments are part of a discussion looking to address the "fundamental question of whether Ukraine should change its system of government and shift the balance of power between the executive and the legislature".
